It should be noted, however, that the transmission of election results and the transfer of election documents from lower to higher electoral commissions can be a source of error and manipulation. Special safeguards should be considered (security codes for transmitting; accompanied and observed transport; re-check of results based on original copies of election protocols; etc.). "
