- Voting procedures, facilities, and materials should be appropriate, accessible, and easy to use for persons with disabilities.
- States should take steps to ensure access to information for persons with disabilities without additional cost.
- Accommodation to vote should be made for voters with special needs, including persons with disabilities.
- Measures to support participation by persons with disabilities should be developped in consultation with the civil society, including disabled persons organizations.
